Justice For All Canada supported 25 South Asian and ally organizations led by the South Asian Diaspora Action Collective (SADAC) and CERAS, in urging Canada to list the Rashtriya Swayamsevak Sangh (RSS) and its affiliates as hate groups and far-right extremist entities. This call was recently published by The Media Co-op and is republished from the original press release.
October 30, 2024. Twenty five (25) South Asian communities and allies sent an open letter to Prime Minister Trudeau calling for listing of the Rashtriya Swayamsevak Sangh (RSS) and its affiliates in Canada as hate groups/far right extremist entities.
The recent RCMP (Royal Canadian Mounted Police) announcement has revealed the “involvement of agents of the Government of India in serious criminal activity in Canada” and that the RCMP and other law enforcement agencies in Canada have investigated and charged a “significant number of individuals for their direct involvement in homicides, extortions and other criminal acts of violence.” The assassination of a Canadian Sikh leader, Hardeep Singh Nijjar last year, and its alleged hand by India’s Hindu nationalist government appears to be the tip of the iceberg.
The Guardian [1] reports that the “allegations of an India campaign of transnational violence and harassment have emerged not only in Canada but in the US, UK and Pakistan, where prominent Sikh activists say they have received threats to their lives.”
An extensive report [2] published in March 2023, among other reports, has linked anti-Sikh violence in Canada to extremist groups like the Rashtriya Swayamsevak Sangh (RSS) and their family of organizations, Sangh Parivar. “The presence of Sangh Parivar and RSS-related groups sadly but predictably overlaps with various incidents of Hindu supremacist rhetoric and actions in Canada,” states the report.
Let us recall that the ruling BJP (Bharatiya Janata Party) in India is the political arm of RSS – which is a paramilitary organization which promotes "Hindutva" or Hindu nationalism, inspired by European Fascism. Founders of RSS explicitly espoused Fascist ideology [3]. In the ten years of BJP rule in India we have seen blatant examples of this, as the government takes India toward their goal of making the country a Hindu ethno-nationalist state in which the 200 million Muslim population and other minority populations such as Sikh, Dalit, Adivasi (indigenous peoples), and Christians are made second class citizens.
Under this Hindu nationalist government, atrocities against minorities in India have been carried out with impunity and often with complicity. The evidence in recent reports confirm a network of these extremist groups are targeting Sikhs and other diasporic Indian minority communities and activists in Canada and the US. The extensive network of Hindu nationalists and their affiliates(a) in Canada and worldwide [4] is well documented, and now we know this network in Canada is involved in a disturbing pattern of coercion, organized crime and deadly violence (b).
They call on the Canadian government to:
1. Extend protection to South Asians and other minority communities at risk.
2. Investigate the human rights violations and influence of the RSS and its affiliates in Canada.
3. List the RSS and its affiliates in Canada as hate groups/far right extremist entities. These actions would further serve to protect Canadian minorities.
The letter is also sent to relevant ministers and all federal party leaders. (i)

OBJET : Les communautés sud-asiatiques et leurs alliés demandent l'inscription du Rashtriya Swayamsevak Sangh (RSS) et de ses affiliés au Canada sur la liste des groupes haineux et des entités d'extrême droite.
La récente annonce de la GRC (Gendarmerie royale du Canada) a révélé « l'implication d'agents du gouvernement indien dans des activités criminelles graves au Canada » et, que la GRC et d'autres organismes d'application de la loi au Canada ont enquêté et inculpé un « nombre important d'individus pour leur implication directe dans des homicides, des extorsions et d’autres actes criminels de violence.
L’assassinat l’année dernière d’un dirigeant sikh canadien, Hardeep Singh Nijjar, et sa prétendue implication avec le gouvernement nationaliste hindou de l’Inde, semblent n’être que la pointe de l’iceberg.
Le Guardian [1] rapporte que « les allégations d’une campagne indienne de violence et de harcèlement transnationaux ont émergé non seulement au Canada mais aux États-Unis, au Royaume-Uni et au Pakistan, où d’éminents militants sikhs affirment avoir reçu des menaces de mort ».
Un rapport détaillé [2] publié en mars 2023, entre autres rapports, a lié la violence anti-sikhe au Canada à des groupes extrémistes comme le Rashtriya Swayamsevak Sangh (RSS) et leur famille d' organisations ‘Sangh Parivar’. « La présence du Sangh Parivar et des groupes liés au RSS pèse malheureusement, mais de manière prévisible, sur divers incidents de discours et d'actions suprémacistes hindous au Canada », indique le rapport.
Rappelons que le BJP (Bharatiya Janata Party) au pouvoir en Inde est le bras politique du RSS – les nationalistes hindous ou Hindutva, qui est une organisation paramilitaire inspirée du fascisme européen. Les fondateurs du RSS ont explicitement épousé le fascisme européen. Les fondateurs du RSS ont explicitement épousé l'idéologie fasciste [3]. Au cours des dix années de règne du BJP en Inde, nous avons vu des exemples flagrants de cette idéologie, alors que le gouvernement mène l'Inde vers son objectif de faire du pays un État ethno-nationaliste hindou, dans lequel les 200 millions de musulmans et d'autres populations minoritaires telles que les Sikhs, les Dalits, les Adivasi (peuples indigènes) et les Chrétiens sont considérés comme des citoyens de seconde zone.
Le gouvernement nationaliste hindou a permis des atrocités envers ces minorités en toute impunité en Inde. Les preuves contenues dans des rapports récents confirment qu'un réseau de ces groupes extrémistes cible les Sikhs et d’autres communautés minoritaires et leurs militants au Canada et aux États-Unis. Le vaste réseau de nationalistes hindous et leurs affiliés (a) au Canada et dans le monde entier [4] est bien connu et nous savons maintenant que ce réseau au Canada est impliqué dans un modèle inquiétant de coercition, de crime organisé et de violence meurtrière (b).
Nous demandons au gouvernement canadien de :
1. Étendre la protection aux communautés sud-asiatiques et autres minorités à risque.
2. Enquêter sur les violations des droits de la personne et sur l'influence de RSS et de ses sociétés affiliées au Canada.
3. Inscrire le RSS et ses affiliés au Canada sur la liste des groupes haineux et des entités d'extrême droite. Ces mesures permettraient de mieux protéger les minorités canadiennes.
